CONTEXT:

The Tackling Organised Exploitation Programme (TOEX) has been commissioned to contribute to a holistic approach to improve the response to the ‘exploitation of the vulnerable’ within the current National Strategic Assessment of Serious and Organised Crime, developing a model that supports an enhanced intelligence picture to inform activity; operational tasking and coordination; and capability development.

This role is based within the ROCU. The TOEX team supports development of intelligence around serious and organised exploitation. TOEX work closely with the regional forces and national colleagues (the wider TOEX network and external partners) to tackle exploitation under the 4P strategy.

PURPOSE:   

To ensure that intelligence is developed to a high standard, utilising a variety of options from within Policing and wider data sets to enable a fuller understanding of the operational crime group that are exploiting vulnerable people.  To support the operational tasking and co-ordination of this intelligence with consideration around a 4 x P approach and the continued development at a Regional through to International level.

ACCOUNTABILITES:

  1. Direct the day to day operational business of the TOEX intelligence development officers and researchers. Ensure staff are suitably trained, professionally developed and have the required access to the IT enablers needed to fulfil their roles.
  2. Complete and supervise administration procedures, ensuring that all matters relating to the management of information are carried out in a prompt, efficient manner and in accordance with legislation, policy and procedure.
  3. Be responsible for ensuring that intelligence material is collected, recorded, evaluated and disseminated appropriately with particular focus on vulnerability, risk and harm.
  4. Evaluate information to support action and assess the value of information identifying relevant patterns and trends.  Use the information to take appropriate action to achieve desired outcomes
  5. Supervise the research and enhancement of information and intelligence supporting the development of ‘intelligence products’ in line with the TOEX Operating Model.
  6. Ensure intelligence is disseminated in the appropriate manner to relevant regional partners, organisations and/or individuals, whilst observing the required standards of confidentiality, sensitivity and safeguarding management.
  7. Establish and promote effective partnerships through liaison and active support with partners. Advocating for the programme at internal meetings and externally at national-level meetings.
  8. Provide specialist advice and knowledge to colleagues, partners and agencies, being prepared to undertake briefings that will support the achievement of the TOEX programmes aims and objectives.
  9. Any other duties that are commensurate with the role and grade as requested by management

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES:

Essential

  1. Experience of managing and developing staff
  2. Experience of supervising the research, development and production of high-quality intelligence documents and/or complex investigations that have supported subsequent strategic or operational activit
  3. Demonstrate a practical understanding of legislation and procedure associated with the investigation of serious and organised crime i.e. Regulation of Investigatory Powers Act, Police and Criminal Evidence Act, Criminal Procedure and Investigations Act, Proceeds of Crime Act, Modern Slavery Act 2015
  4. Demonstrate effective decision making and prioritisation skills
  5. Excellent communication and presentation skills in order to present, obtain, challenge information at all levels; both verbally and in writing.
  6. Experience of influencing and negotiating with key stakeholders and partners
  7. Maintain tactful and professional approach with a respect for other people’s view and ensure that working practices are consistent

Desirable:

  1. Experience of working within the thematic of Exploitation, Modern Slavery, County Lines or Organised Crime Groups.
  2. Hold or the ability to gain the IPP qualification
  3. Completed investigative training

Location:

Birmingham City Centre, with flexibility to work agile on occasions

Interviews:

Interviews expected to take place on the 9th May.

Vetting:

Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.
